𝐀𝐫𝐞 𝐘𝐨𝐮𝐫 𝐀𝐈 𝐒𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 𝐑𝐞𝐚𝐝𝐲 𝐟𝐨𝐫 𝐕𝐢𝐞𝐭𝐧𝐚𝐦’𝐬 𝐄𝐯𝐨𝐥𝐯𝐢𝐧𝐠 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬? Vietnam’s first 𝐋𝐚𝐰 𝐨𝐧 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞, adopted in December 2025 and effective from March 1, 2026, establishes a risk-based framework for the development, deployment, and use of AI systems. It applies to both Vietnamese and foreign organizations involved in AI activities in Vietnam, with stricter requirements for high-risk AI systems, including: - Risk management and data safety - Human oversight and incident handling - Technical documentation and conformity assessment The Government has also issued a list of 𝐡𝐢𝐠𝐡-𝐫𝐢𝐬𝐤 𝐀𝐈 𝐬𝐲𝐬𝐭𝐞𝐦𝐬, effective August 15, 2026, covering six areas: - Education - Ethnic and religious affairs - Healthcare - Banking - Transport - Judicial proceedings These include AI used for automated learner assessment, certain healthcare and surgical applications, automated credit decisions, large-scale biometric identification, and autonomous or safety-critical transport systems. At the same time, Vietnam is strengthening AI security at the national level. On August 6, 2026, the Government directed the development of a 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐈 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 and specialized AI security capabilities, alongside preparations for safer AI use within state agencies. Together, these developments signal a broader shift: 𝐀𝐈 𝐚𝐝𝐨𝐩𝐭𝐢𝐨𝐧 𝐢𝐧 𝐕𝐢𝐞𝐭𝐧𝐚𝐦 𝐢𝐬 𝐢𝐧𝐜𝐫𝐞𝐚𝐬𝐢𝐧𝐠𝐥𝐲 𝐚𝐜𝐜𝐨𝐦𝐩𝐚𝐧𝐢𝐞𝐝 𝐛𝐲 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬 𝐟𝐨𝐫 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲, 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲, 𝐝𝐚𝐭𝐚 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐫𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐜𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞.
